Vietnamese political program

Following in the footsteps of the great Lenin, who liberated from the reactionaries, imperialists, and capitalists, the great people of Russia, the Buddhist Democratic Republic of Vietnam has laid out its program for the liberation of the country from the French imperialists. Vietnam must be free, both internally and externally, free to follow the great road of socialism in the spirit of Buddhism, which will lead to the liberation and the enlightenment of the people in line with the scientific principles of the Marxist-Buddhist path. We must embark on a great socialist-Buddhist program, building off the rational and scientific principles of both, which will enable the evolution to socialism and then to communism in Vietnam.

1)The full independence of Vietnam.
We demand that Vietnam be completely independent from the French, as its own nation, free to make its own decisions. The protectorates of Annam and Tonkin, and the French direct territory of Cochinchina, will receive full independence from France and will be re-unified as the Buddhist Democratic Republic of Vietnam.

2)The nationalization of the banks.
The Imperialist domination of finance has oppressed the workers and peasants of Vietnam. This must end, and the Banque de l'Indochine must divest itself of its Vietnamese segments which will be nationalized as part of the Vietnamese state.

3)Support for the full independence of the Cambodian and Laos peoples.
Although not in the vanguard of independence in French Indochina, our Cambodian and Laos brothers, also enlightened followers of the noble eight-fold path, and oppressed by the imperialist-capitalist-reactionary hand, must be liberated from French Indochina. We wholeheartedly support them in their noble struggle, for full independence

4)The control of industry by the workers.
Like under the great Lenin, all power to the soviets! Let us end the exploitation of man by man, and replace it with the cooperative control of industry by the workers themselves. When our victory arrives, the factories of private capitalists will be henceforth managed by the workers.

5)Confiscate the grand estates and redistribute the land.
The oppression borne down by the French upon the peasants of Vietnam has retarded the development of our nation, impoverished our people, and done nothing but enrich parasitical classes who serve no role in the material development of our nation. As we march towards victory, let us instead move to divide the land, according to the principle of distributing land to landless peasants and establishing independent plots of land, matching the productive capacities of the workers. For this, the large estates owned by the parasitical upper classes, and their property, will be distributed to the people.

6)The destruction of the irrational and reactionary religion spread by the French.
In the place of the opiate of the masses, of Catholicism and its ilk, we must instead promote what has been referred to in Soviet encyclopedias as the "bill of rights of the people of the east" - the enlightened path of Buddhism. No gods, no kings, only the noble eight fold path and the path of socialism! We demand that the foreign priests who have like parasites spread upon our land be removed, that all property belonging to the Church be nationalized, and that the government sponsorship of this opiate be forever ended.

7)The establishment of free and universal education.
Whereas the French have destroyed the education and enlightenment of our nation, we must seek to rebuild it by the institution of free and universal education for all of our nation's youth.

8)The regulation and improvement of labor.
Whereas the French have oppressed and destroyed the livelihood of our people, we shall fix wages at higher levels than before, based on the end of the theft of our national wealth by the foreign imperialists, and establish an 8 hour working day and better conditions of work and health.

9)The establishment of a system of democratic centralism, as the noble Lenin has done.
Following in the footsteps of Lenin, we must establish a democratic system in Vietnam, based upon the principles of party unity and the end of factionalism.

10)The expulsion of foreign agents and agitators.
Those foreigners who have come to our country as leeches and parasites upon the Vietnamese people, must be expelled from our nation.

11)The establishment of Buddhism as the guiding principles of Vietnam, alongside socialism.
Socialism and Buddhism walk the same road. We must embrace and encourage the development of the noble eight fold path in our nation, and establish a Buddhist International to complement the work of the International in leading to the development of the progressive forces of Buddhism in alliance with communism.

12)The unification of the monasteries, the lamas, the people, and the party.
We must seek to bring about the reform of monasteries to bring them into contact with the people and to enable the intelligentsia that the lamas represent to contribute fully to national life.

13)An end to the plague of drugs which the French have fostered upon us.
We must end the opium which has been a scourge of our people, destroying it and instead focusing the productive energies of the workers on concrete improvements to the nation.

14)An end to the French alcohol and salt monopolies.
Used to enrich French capitalism and to oppress the peasants and workers of Vietnam, the French alcohol and salt monopoly will be ended.

15)Trials for French war criminals.
There have been many brutal and heinous crimes committed by French militarists and administrators in Vietnam. We will bring these men on trials before revolutionary justice committees, and the people of Vietnam will see their oppressors fairly judged for their deeds.
