Spanish internal security program

In these trying times, it is of utmost importance to the state to ensure internal security against disruptive elements which undermine the stability of the nation. In Spain, this has been well shown by internal crises, attempts at rebellion, and the breakdown in law and order which has been at times a dismal and unfortunate result of this saddening situation. For the government to take in hand and ensure that the stability of the state and of the nation is not threatened, is without doubt the most high and important objective that any regime can declare.

In order to ensure this internal stability, an appropriate strengthening of state institutions is required. Spanish current institutions to respond to the threat of internal disorder include of course, the army, as well as the civil guard, the carabineros, and the assault guard. These units are to be reviewed by the central government to ensure appropriate loyalty to their superiors, and more vigorous examinations put into place to make sure that they appropriately defend government institutions. There will be an expansion of the assault guard, and its moral education in cooperation with the church expanded to form it into a sword capable of dealing with internal dissent. Furthermore the government intends to open up new prisons in the Spanish Sahara, utilizing detained and arrested dissidents for labor for the construction of its infrastructure projects in the region. However, while they have their uses - the civil guard being an effective rural force, the carabineros as a frontier defense and paramilitary unit, and the assault guard as an urban security force - there is a lack of an effective unit to carry out covert internal and secret police work. For this reason, the Service de documentation sociale (social documentation service) or SDS is to be created, to function as an internal secret police force, reporting directly to prime minister José María Gil-Robles y Quiñones.

To carry out this mission, the SDS is to be entrusted with censorship and information espionage roles, political intimidation activities, establishment of covert cells throughout the country, networks of secret agents, the detachment of agent provocateurs to known illegal and anti-government organizations, liaison with citizens to encourage reporting and denouncement of extremists, and the maintenance of dossiers upon all inhabitants in Spain detailing information upon them for appropriate usage by the government. This will include details such as names, employment, culture, education, sexual orientation (which will be in particular used for blackmail purposes), habits, and location. Its principal objective is internal duties, but it will also be utilized for counter-espionage activities. Its tools will go so far as to include torture as necessary, and special courts will be placed under the authority of the SDS for tribunal purposes. A final element of its objectives will be the distribution of propaganda and liaison with religious authorities to guide public opinion.

The SDS's loyalty to the personal figure of José María Gil-Robles y Quiñones is to be paramount, and its role to monitor other arms of government an important and expansive one.
