1)The French Republic and the Spanish Republic agree to enter into a mutual protection pact, forswearing war against each other, and stipulating that in the event of an attack by a third party member upon either France or Spain, in the event of a request for assistance by the attacked party, the other party shall come to its aid.
a)Freedom of troop movement and naval bases shall in any case be granted in wartime regardless of whether either power requests the assistance of the other.
2)The French Navy shall be granted basing rights in the Spanish naval bases in Southern Spain, the Canaries, Balearic Islands, and Fernando Po. French and Spanish engineers shall cooperate together concerning the expansion of these bases or the construction of new ones (as will be necessary in Fernando Po), as well as for the construction of coastal defensive artillery, of particular import in southern Spain and Morocco.
3)France and Spain shall mutually agree to sharing of technical information and appropriate technical assistance programs.
4)Mutual accords shall be established concerning the appropriate defense, and policing of, the Morocco protectorate which is shared between France and Spain, as well as for resolution of labor recruitment disputes and policing of escapees between Spanish and French territories in Sub-Saharan Africa.
5)A cultural treaty between the two powers shall be established, for improved cultural relations.
6)The French and Spanish governments shall agree to cooperate in regards to the suppression of anarchist, communist, and other radical extremists elements, through all available police forces, sharing information freely, allowing extradition of requested persons by the other nation, and cooperating together in certain cases where combined action is required.
7)A Franco-Spanish trade commission shall be formed to attempt to reduce trade barriers between the two nations and to encourage the mutual movement of exports and imports, in regards to agricultural, industrial, and military goods.
8)Various initiatives shall be put into action for mutual intelligence cooperation.
9)Mutual discussion shall begin for the drawing up of joint plans, planning, and responses for coordinated responses and operations to be undertaken by the militaries of the two states in the event of a hostile attack by a foreign power, by the general staffs of both countries.
