The Military Colonies
Preparation for war and the state of siege mentality which has gripped the Suesdyian confederation has led to the innovation of a new defensive policy - the ring-system outposts, supposed to provide a ring of systems which both provide for new colonial activity, and which also provide for additional strategic buffer space and defensive reaction. The analysis of information relayed from the battles which took place at Dadinirt has revealed pertinent facts concerning at least one race of hostile aliens, which must be responded to.
1)The enemy is extremely effective at close ranges, relying upon powerful laser and kinetic energy weapons.
2)They have substantial star fighter units which they use as reconnaissance assets and in attack roles.
3)They are extremely focused upon boarding and attacking enemies in close ranged combat.
It is impossible for the Suesdyians to be strong everywhere. No clan can afford the resources needed to fortify every system with a fleet capable of standing toe to toe with a force such as the one encountered at Dadinirt. What can be done is to make it so that any future attack takes horribly excessive losses, and that a system can hope to withstand a lengthy siege and hope that help comes.
The new military systems thus rely upon a combination of being equipped with a division (4 ships) of the colonial version of the new fast new Victory-class light cruisers - extremely fast and well shielded ships, with their armament devoted to light weaponry and large amounts of point defense. These are dedicated fighter killers, used to hunt down enemy fighters and destroy them. They are designed for lengthy endurance, and carry a limited component of several hundred mines. It is intended that in the event of an attack on a military colony they will function as stay-behind forces, outrunning any enemy ships pursuing them, destroying fighters, and remaining in the system even after the main settlements have fallen, harassing the enemy and launching quick raids on any attempts of theirs at construction, forcing them to spread their fleet and delaying any attempt at taking advantage of the newly taken system.
To counter the danger of enemy troops, a variety of decoy installations rigged with massive explosives to kill boarding enemy troops will be provided, as well as much thicker and hidden minefields in asteroid belts. The normal installations will be, in addition to their surrounding belts of mines, also rigged with explosives. A greater complement of evacuation ships will be provided, to evacuate all critical personnel, save for stay-behind units to provide for enough of a resistance to force the enemy to attack them.
In other regards, these are normal systems, being founded at crucial mineral reserves and strategic locations, and their infrastructure, production, and research facilities are intended to make them far more useful than simply providing for military installations. After all, the Confederacy will continue to expand, and as it does, these worlds will eventually become obsolete in their military function. They will require commercial and economic reasons too. This is doubly so since it is an utter necessity to expand economic potential to finance the massive fleet construction programs which are being undertaken.

The Lethirans are the sole faction to not undertake any construction of frontier systems, as their territory is currently the zone of conflicts, resources are stretched to the breaking fleet, and they are in no position to undertake further expansion. However, they have identified two systems to be colonized once they get back on their feet in several years, and the Emperor has promised aid in their development - in exchange for basing rights for the imperial fleet, percentages of their mineral and industrial output belonging to the Imperial clan in perpetuity, and that in the case of default on their debts these worlds would belong to the Emperor. Names have been assigned as New Dadinirt, and Victory.
Colonization ships are being dispatched in route, with a diversion of merchant ship tonnage to provide for the settling of these worlds.
